This Decree, consisting of 10 articles and one Annex, establishes the integrated environmental assessment licensing of the hydro-graphical basin for hydroelectric power plants. This assessment will subsidize the issuance of a prior environmental license granted to the hydroelectric projects provided for in art. 1 of Law 14.652 of 13 January 2009, whose objective is to evaluate the environmental situation of the basin, the hydroelectric projects implemented and the potential buses, considering: their effects on natural resources and human populations; the current and potential uses of water resources in the current and future horizon of planning, with the conservation of biodiversity; and the natural tendency of socioeconomic development of the basin, observing the legislation and the international commitments assumed by the federal and state governments. The integrated basin assessment should inform all the vulnerabilities and weaknesses of the basin where the project will be installed, according to the State Environmental Foundation (FATMA). The Annex specifies the Guidelines and procedural matters for the Elaboration of Integrated Watershed Assessment with a View to the Feasibility Analysis of Hydroelectric Projects. Its general objectives are: make a diagnosis of the current situation of the basin, its uses, potentialities and conflicts, as well as to confront the current scenario - with short, medium and long term future scenarios, considering the energy use inventory in the basin. The specific objectives are: assess the current uses of soil and water resources and their trend scenarios; Identify co-located plans and projects potentially related to hydro-power generation use; evaluate the effects of the planned projects in the basin in short, medium and long term scenarios; Define environmental quality indicators; Establish guidelines for land use planning and for multiple uses of the basin's water resources; etc.
