These Provisions are enacted to standardize the administrative penalties for forestry, ensure and supervise the effective implementation of administrative management by the competent forestry authorities, safeguard public interests and social order, and protect the legitimate rights and interests of citizens, legal persons or other organizations. The Provisions consist of 53 Articles divided into 6 Chapters: General provisions; Implementation Organs and Jurisdiction; Filing, investigation and decision; Delivery and execution; Supplementary provisions. The organs that implement forestry administrative penalties must be the forestry administrative departments at or above the county level, the organizations authorized by laws and regulations, and the organizations entrusted by the forestry administrative departments according to law.
