These Rules are enacted to standardize the forestry administrative punishment hearing, ensure the forestry administrative department to correctly implement forestry administrative penalty and protect the legitimate rights and interests of the parties concerned. The Rules consist of 38 Articles divided into 6 Chapters: General provisions; Application and acceptance; Hearing hosts and participants; Hearing preparation; Hearing; and Supplementary Provisions. The competent forestry authorities shall inform the relevant parties of their right to request a hearing before making a decision according to law on such forestry administrative penalties as ordering the suspension of production and business, revocation of licenses, making a large amount of fines. Hearings should be held in public unless it's involved in state secrets, trade secrets or personal privacy.
