Land Development Control Plan 2012 - 2022.

The Land Development Control Plan is a national policy with a cross-sectoral approach. The timeframe of the Plan is 10 years between 2012 and 2022. The purpose of the Plan is to develop a sustainable economy, whilst conserving the nature and heritage, meeting the housing needs of the island and balancing communities. Agricultural sector will be developed through effective land use planning. Agricultural land and natural resources will be protected from inappropriate development and pollution. Water supply will be secured through sustainable water abstraction, storage, treatment and distribution. Ecosystem preservation will be strengthened to protect endemic species. Tourism-related development will be achieved in line with the conservation, interpretation, study and appreciation of the natural ecology of the areas. Forest areas will be protected by using best practice of sustainable development with the minimum of disturbance to the natural ecology during development activities. Moreover, the methods for grassland maintenance will be improved to remain pasture grazing. Social, living and cultural facilities will be improved by enabling appropriately-sited business and employment, cultural, recreational and social facilities including healthcare and education, and appropriate infrastructure. Cultural and natural heritage will be conserved to enable communities benefit from them. In order to ensure economic growth, the tourism sector will be developed in an environmentally sustainable manner. Basic infrastructure will be developed to enable sustainable development of the island while protecting habitats and important wirebird areas. Areas will be allocated for sustainable production of renewable energy through wind, solar and water resources, taking into account the protection of important and critical sites. Local drilling of boreholes will be prevented to avoid overexploitation of the island-wide water supplies. Waste management, including solid and liquid waste and storm water will be integrated into sustainable land management for soil conservation and quality. The existing Land Development Control Plan and planning application processes will be developed to achieve a more development-friendly planning regime and to incorporate environmental security, including environmental impact assessments. The map indicating the boundaries of comprehensive development areas, coastal village areas and national conservation areas will be examined in an efficient manner through the Geographical Information System (GIS).
