This Decree, consisting of 11 articles, establishes the restructuring of the Solid Waste Management Committee of the State of Espírito Santo (COGERES) within the State Secretariat for Environment and Water Resources (SEAMA). COGERES is a permanent collegiate body with the primary purpose of promoting participatory Management of Solid Waste in the State of Espírito Santo, and has the following attributions: follow-up the implementation of the State Solid Waste Policy in the State in order to guarantee integrated, shared and participatory management; articulate the actions of the State Public Administration with the municipalities in related matters; propose programmes that address and facilitate the development of differentiated solid waste management alternatives; improve the consumption of recyclable and recycled products; contribute to the exercise of social control in related matters; propose instruments to implement actions by preparing proposals or similar instruments; propose actions for the implementation of the State Policy on Solid Waste; prepare and implement the State Solid Waste Plan of Espírito Santo, etc.
