This Standard, consisting of 9 articles, are enacted to strengthen the protection and management of forest resources, make rational and economical use of forest resources and safeguard the legitimate rights and interests of forest right holders. The trees and seedlings that need to be cut or removed due to the long-term use of forest land or temporary use of forest land shall be owned by the the holder of the original forest right. The compensation for trees and seedlings shall be paid by the units that use the land to the holders of the forest rights. Article 5 provides for the standard for compensation.
