These Measures, consisting of 31 articles, are enacted in accordance with the provisions of the Forest Lawthe Measures of Inner Mongolia Autonomous Region for the Implementation of the Forest Law, and relevant laws and regulations, aiming to strengthen the protection and construction of public welfare forests, improve the ecological environment, and protect the legitimate rights and interests of the owners and business operators of public welfare forests. The competent forestry administrative authorities of the people's government at or above the county level shall work out the public welfare forest planning of their jurisdiction, organize the establishment of the public welfare forest monitoring system and the public welfare forest resource management information network system, and control the occurrence and spread of forest pests. Compensation fund for forest ecological benefits should be established. The owners and operators of public welfare forests shall go through the examination and approval procedures in accordance with the provisions of relevant laws and regulations if they, within their business scope, carry out the business development of ecotourism and other business operations that do not affect the forest landscape and ecological functions.
