This Recommendation lays down rules for the establishment of a GFCM record of vessels over 15 metres authorized to operate in the GFCM area of application in order to establish a fleet segmentation for the vessels operating in the Mediterranean and to establish records of vessels authorized to operate and records of vessels engaged in illegal, unreported and unregulated fishing. The Commission shall not authorize the vessels more than 15 metres in length overall to fish for, retain on board, tranship or land species unless they are entered into the GFCM Authorized Vessel List. The list of vessels that are authorized to operate in the GFCM area of application shall be submitted every year by the contracting parties and cooperating non-contracting parties to the GFCM Secretariat. The GFCM Secretariat shall maintain the GFCM Authorized Vessel List database and make it available through its online channels. The obligations of the flag contracting parties and cooperating non-contracting parties of the vessels in the record are listed in Paragraph 5, including taking necessary measures to ensure that their vessels comply with all the relevant GFCM conservation and management measures and ensuring that their vessels on the GFCM Authorized Vessel List have no history of IUU fishing activities. GFCM Executive Secretary shall request that the contracting parties and cooperating non-contracting parties take necessary measures to prevent the suspected vessel not included in the GFCM Authorized Vessel List from fishing in the GFCM area of application.
