This Program is a nationwide state support measure approved by the Government of the Republic of Armenia which aims to mitigate the economic consequences of the COVID‑19 pandemic through partial subsidization or compensation of the cost of certified seeds for autumn grain crop sowing, in order to ensure access to quality seeds and support agricultural production. The Program pursues two objectives: (a) to demonstrate that grain crop production can be economically viable when quality seeds are used with an appropriate level of financial input; and (b) to encourage agricultural producers to plan the financing of quality seed acquisition for subsequent years using their own financial resources generated from the sale of harvested production, based on experience gained through state support. Seed sales under the Program are conducted exclusively on a contractual basis through tripartite agreements between beneficiaries, suppliers, and the competent ministry. The supplier is required to provide copies of the relevant certificates for each batch of seeds sold. The Program is financed from the state budget of the Republic of Armenia. The expected results of its implementation include an increase in grain crop yields of approximately 30 percent and the sowing of about 17,000 hectares of autumn grain crops in 2020.
