These Guidelines are formulated by the State Forestry and Grassland Administration to scientifically protect and restore the desert ecosystem, further guide the rational and appropriate utilization of sandy area resources, and promote the sustainable development of population, resources and environment in sandy areas. The Guidelines proposes, on the basis of protecting and restoring the desert ecosystem, to make rational use of the unique resources in the sandy areas and moderately and orderly develop the forest, grass and sand industry, mainly involving water-saving planting in the sandy area, environment-friendly sandy area service industry, etc. The desert parks, grassland natural parks and other tourism areas shall be developed.
