This Policy is published by the Federal Ministry for Economic Affairs and Energy in pursuing the goal of climate neutrality in line with the goals of the Paris Agreement in order to keep global warming below 2 degrees and in light of Germany's global responsibility for reducing greenhouse gas emissions. Hydrogen is a versatile energy carrier and can prompt hydrogen-based mobility in fuel cells and be used as a basis for synthetic fuels in the future. Hydrogen is an energy store that can store supply oriented and flexible renewable energies and help to balance supply and demand. The production and use of hydrogen is not yet economical and the use of fossil fuels are significantly cheaper. It is required to advance the cost reductions in hydrogen technologies at international market. Hydrogen is an important raw material for German industry specifically in material applications, most of which is produced on the basis of fossil fuels, which should be converted to green hydrogen-based production. Germany share interest in establishing a global hydrogen market through convert supply chains of energy producers to the use of renewable energies. The ramp-up of hydrogen technologies should be followed in the EU internal market and through development of framework laws by member states. This publication covers 6 parts as follow: Hydrogen: recognise potential, seize opportunities (I); National hydrogen strategy: goals and ambitions (II); Hydrogen: status quo, fields of action and future markets (III); Governance of the National Hydrogen Strategy (IV); Action plan: necessary steps for the success of the National Hydrogen Strategy (V); Glossary (VI).
