This National Forestry Policy is a sectoral document aiming at setting forth a framework for a holistic and balanced approach to forest resource management taking into account their multiple uses and functions, i.e. focusing not only on wood and non-wood products, but on the environmental functions of forest resources. The main targets of the Policy are (i) ensure forest conservation and their essential contributions; (ii) promote an integrated, conservation, development, and utilization of the forest resources; (iii) protect the biodiversity and enhance soil and water conservation; (iv) encourage the social benefits derived from forests and promote their recreational and amenity values. For this reason, it is possible, apart from the general goal of the Policy of protecting, conserving and developing forest resources, to highlight three specific goals in different field of the people life, namely (1) a social goal, to strengthen the role of forestry in alleviating poverty and increasing equity in resource management and utilization; (2) an economic goal, to strengthen the role of forest resources in promoting economic development, meeting the demand for forest products, creating income, and increasing national revenues and efficiency; and (3) an environmental goal, to protect and conserve forest resources including wildlife and flora, and enhance the role of forest resources in maintaining soil and conserving water and other environmental benefits. In summary, in order to protect and develop the forest heritage and achieve the social, economic and environmental objectives mentioned above, the strategies must follow three main strands, namely (1) Community Forestry including production and income generation, involvement of communities in planning and management; (2) Conservation and Biodiversity including preservation of natural forests and wildlife, mangrove conservation, and soil and watershed protection; (3) Production including increasing forest production, and improving product utilization and trade.
