This guideline is promulgated to further strengthen the collaboration between different organisational sectors and other critical stakeholders in the sustainable management of watershed for the information and guidance of all concerned. The objectives of this order are to standardise and provide guidance on the institutionalisation of existing and creation of new watershed management councils and to improve the technical and operational capacity of the stakeholders involved in the watershed management council. The water management council shall be responsible for approving the integrated watershed management plan, contribute in the management of the resources and development activities stipulated in the plan, reviewing existing policies governing their specific watershed, ensuring enforcement of environmental and natural resources laws, rules and regulations and facilitating the resolution problems and conflicts that may occur within their particular watershed, in coordination with agencies. The DENR shall allocate funds for the creation and operationalisation of the watershed management council in its annual budgeting program. This Order consists of 12 Articles attached with 2 Annexes.
