Regional Strategy of socio-economic development for the period 2030 is a regional policy document setting forth priorities, goals and objectives of the regional social and economic development. The mission of the Nenets Autonomous Area is to provide on the regional territory the best living conditions for citizens among the regions of the global Arctic, including preservation of the unique natural environment for the future generations. The main directions of rational nature management and ensuring environmental security shall be as follows: (a) formation of a favorable and safe living environment for residents by improving the environmental situation in the region; (b) increasing the level of ecological culture of the population, creating a system of public control aimed at identifying unauthorized dumps; (c) conservation of biological diversity, including the conservation of the area of protected areas, the reintroduction of rare species of animals, as well as the conservation of forests and reforestation; and (d) supply to the regional population of high quality potable water. Reindeer husbandry is the main traditional sub-sector of agriculture for the indigenous people of the Nenets Autonomous Area and the main source of livelihood for the vast majority of families. This type of activity is the basis of the food security of the region. The dominance of reindeer husbandry in the livestock sector is explained by the fact that the industry is practically independent of forage harvesting. The purpose of the regional development in the field of reindeer husbandry should be the formation and maintenance of expanded reproduction of domestic reindeer, the development of a system for the procurement, processing and sale of products to preserve the original habitat and traditional lifestyle of indigenous peoples. The objectives of the Regional Program shall be as follows: (a) promotion of the improvement of the quality of the domestic reindeer livestock and increasing the productivity of reindeer husbandry through the provision of state support measures, including the form of financing the improvement of the pedigree qualities of the existing gene pool of reindeer breeds, the maintenance of breeding stock of reindeer in breeding farms, the use of agricultural producers' profits for this task of sector development; (b) development of deep processing of reindeer breeding products; (c) organization of training and retraining of qualified personnel for reindeer breeding; (d) concentration of state support measures on targeted assistance aimed at developing and modernizing the infrastructure of reindeer herders, purveyors, processors and marketing networks for reindeer herding products; and (e) providing targeted assistance to individual reindeer herders.
