This Law regulates the fire protection system, the rights and obligations of companies and other legal entities, ministries, republican administrations and republican administrative organizations (administrative bodies), local self-government units, entrepreneurs and other natural persons as subjects of fire protection, fire protection measures, planning and organization of fire protection, organization of fire and rescue services, fire extinguishing, supervision over implementation of fire protection measures and financing of fire protection. Fire protection includes a set of measures and actions of an administrative, organizational, material-technical, educational and propaganda nature, which are undertaken to prevent the outbreak and spread of fire, its detection and extinguishing, and the saving of people, property and the environment threatened by fire. Fire protection is organized and implemented in all places and on all buildings that are exposed to the dangers of fire outbreak and spread. Article 93 declares that the Minister of Agriculture, Forestry and Water Management, in cooperation with the government, shall, within six months, adopt the Regulation on special measures to protect against forest and crop fires (see also article 33, paragraph 4).
