Model National Legal Framework for Conservation, Sustainable Utilization, and Access and Benefit Sharing of Farm Animal Genetic Resources.

IGAD adopted a model law that may be followed by Member States to regulate all matters relating to the protection of local community rights and the effective conservation and sustainable use of farm animal genetic resources so as to enhance their contribution to the livelihood of livestock keepers and the broader national economy. As a general principle, appropriate institutions and mechanisms shall be established for conservation and sustainable use, and to regulate access to resources and fair and equitable sharing of benefits arising from their use. All policy or programmatic measures or private actions designed, promoted or adopted nationally shall fundamentally be informed by an approach that treats indigenous farm animal genetic resources as public good. Part II of the model law concerns the establishment of the National Competent Authority, whereas Part III lays down model provisions dealing with in-situ conservation and sustainable use, ex-situ conservation, incentive measures, research and training, public education and awareness, impact assessment.
