These Measures, consisting of 17 Articles, are formulated to further strengthen the investigation and punishment of environmental violation cases, effectively crack down on environmental violations, curb environmental pollution, safeguard the environmental rights and interests of the public, and ensure the implementation of environmental protection laws and regulations. Article 4 provides for the circumstances under which listed supervision may apply, including: Cases of environmental pollution and ecological damage that have been strongly reported by the masses and affect social stability; Construction projects that seriously violate environmental protection laws and regulations; Cases of environmental violations that cause contiguous pollution in river basins or concentrated pollution in industrial parks; Cases of environmental violations that threaten the water environment safety of drinking water sources; etc.
