Renewable Energy Strategy and Action Plan.

This Renewable Energy Strategy and Action Plan (RESAP) is a nationwide sectoral document issued to guide the development of the renewable energy industry and provides a roadmap under which the country is expected to implement various identified market interventions that will transform the market and catalyze the accelerated diffusion of renewable energy technologies taking into consideration that the country has abundant untapped RE resources that could drive socioeconomic development by increasing access to modern energy services and boosting the economy. The activities included are expected to make the renewable energy industry attractive for investment, especially by the private sector, and also support the enhanced uptake of renewable energy services by end users. In the long term, a self-sustaining renewable energy market is expected to develop and deliver the desired national socio-economic development ambitions. The Strategy (i) outlines the potential for renewable energy (RE) in Zambia and the efforts to overcome market barriers hindering its growth; (ii) highlights the importance of promoting the productive use of renewable energy, enhancing the biomass energy market, and capacity building; (iii) underlines the necessity for enhanced policy and regulatory backing to fulfill strategic goals, aligning with the existing supportive policies and frameworks established by the government, such as the Renewable Energy Feed-in Tariff (REFiT) Strategy and its implementation program, Global Energy Transfer Feed-in Tariff (GET FiT), the Grid Code, the Distribution Grid Code, mini-grid regulations development, and biofuels blending mandates. The Energy Regulation Act No. 12 of 2019 and the Electricity Act No. 11 of 2019 have been enacted to bolster private sector engagement in the energy sector. The Renewable Energy Strategy and Action Plan (RESAP) is built on eight core strategic interventions and enabling mechanisms to advance the sector. These strategies encompass: (i) revising and enhancing policy and regulatory frameworks for renewable energy, including mini-grids and licensing processes; (ii) developing innovative financing models to improve electricity and renewable energy (RE) pricing, along with creating new financial instruments and support mechanisms; (iii) implementing power sector reforms to ensure the financial health and restructuring of the Zambia National Electric Utility (ZESCO), introducing alternative power purchase models, and establishing an Independent System Operator (ISO); (iv) promoting the integrated productive use of RE through community engagement, development of rural energy-economic and development models, and introducing alternative payment systems and PPP models for rural areas; (v) advancing the biomass energy market with diagnostic and feasibility studies to establish viable business models for biomass energy technologies; (vi) disseminating information and knowledge by building an RE information system, enhancing stakeholder interaction, and developing public awareness materials; (vii) capacity building to enhance the skills and capabilities of public entities, technical and operational staff, financial institutions, and industry bodies; and (viii) focusing on Research, Development, Demonstration, and Deployment (RDD&D) to support technological and business innovation, policy evaluation, and the adoption of socio-technical systems.
