This Complementary Law specifies objectives, formulation and implementation mechanisms of the State Policy for the Sustainable Development of Fishing and Aquaculture (PEDESPA/RN), and establishes the State System for Fishing and Aquaculture in Rio Grande do Norte (SISEPA/RN), under the terms of the State Constitution and Federal Law 11.959 of 29 June 2009. PEDESPA/RN aims to regulate, encourage and develop fishing and aquaculture activities as instruments for social inclusion, the generation of work and income, quality of life for fishing communities, the promotion of food sovereignty and nutritional security for families and the conservation of biodiversity and regional fishing culture. The objectives of PEDESPA/RN are: guarantee the sustainable development of fishing activities as a source of food, work, income, culture and leisure, promoting the rational use of fishing resources, in harmony with the preservation and conservation of the environment and biodiversity; contribute to the planning of the sector in the territory of the State, including the territorial sea, the forms and methods of exploitation of fishing resources, as well as the fishing gear; promote and encourage research and technological development; valorize scientific data combined with the traditional knowledge of fishing communities; promote technical assistance and fishing and aquaculture extension, etc. The purpose of the State Fisheries and Aquaculture System (SISEPA/RN) is to organize, coordinate and integrate the actions of the bodies and entities of the Direct and Indirect State Public Administration, ensuring popular and social participation, for the implementation of PEDESPA/RN, with a view to promoting fishing and aquaculture activities carried out in the inland and coastal waters of the State, under the terms of art. 16, II, of the State Constitution.
