These Rules are framed in exercise of the powers conferred by section 97 of the Goa, Daman and Diu Irrigation Act, 1973. Part I contains the short title, commencement and definitions. Part II prohibits any person, animal or vehicle to cross any canal, except at the place fixed for that purpose. Part III makes provisions in respect of water-courses. Part IV lays down the procedure for obtaining permission for supply of water from canals and makes provision in respect of cultivation and water use. Part V makes provisions in respect of water rates. Part VI contains provisions in respect of labour for emergency canal works. Part VIII provides for appeals and Part IX allows for drawing of water free of charge in certain cases.
