This Decree creates the Easy Navigation Programme with the aim of reducing bureaucracy, innovating and simplifying the port concessions referred to in Law No. 12.815 of 5 June 2013. The Programme's objectives are: improve the efficiency of public port granting policies by promoting, developing, implementing and evaluating measures and actions to reduce bureaucracy, innovate and simplify the respective processes, models, instruments, legislation, regulations, normative acts and administrative procedures; innovate and improve the efficiency of the management of port concession contracts; promote the reduction of regulatory and administrative burdens, with criteria for review, unification, harmonization, consolidation, transparency, predictability and legal certainty; reduce the time and costs of obtaining new port licences and changes to existing contracts; articulate, structure and develop, at federal level, cross-cutting policies and coordinated or joint measures to promote greater efficiency, innovation and socio-environmental sustainability and climate resilience in the operation of organised ports and authorised port facilities; stimulate competitiveness and competition in organised ports, authorised facilities and port activities supported by concession contracts; encourage, publicise and implement: encourage the reduction of greenhouse gas emissions from the operation of organised ports and authorised port facilities and encourage the port infrastructure needed to support measures to decarbonise maritime navigation; and encouraging actions to adapt to the effects of climate change in organised ports and authorised port facilities.
