This Sector Plan continues the government's commitment, set out in the Drought Risk Management and Ending Drought Emergencies Medium Term Plan, to end impacts and negative effects caused by drought and related emergencies. This Sector Plan has established a new institution empowered to deal with drought risk management, and funded the drought early warning system, through proper and targeted investments. This Sector Plan focuses on the following strategic priorities: strengthening alternative dispute resolution and traditional conflict resolution mechanisms; implementation and construction of infrastructure projects involving water and irrigation, including: dams to provide water for human and livestock consumption, and to increase irrigated land for agricultural purposes; increasing production and marketing of drought-tolerant crops; establishment of livestock export zones; mainstreaming drought risk reduction, climate change adaptation, social protection measures and related commitments in planning and budgeting processes.
