Water efficiency Strategy Document and Action Plan in the framework of adaptation to the changing climate (2023-2033).

Water efficiency Strategy Document and Action Plan is a national policy with a cross-sectoral approach. The timeframe of the policy is 10 years covering the period from 2023 to 2033. The policy lays down strategies for the rational, collective, effective, efficient, and equitable use of water in all sectors, especially in urban, agricultural, and industrial areas, by taking into account all sectoral, institutional and individual shareholders. The Strategy Document and Action Plan focuses on: (I) urban water use efficiency; (II) industrial water use efficiency; and (III) water use efficiency affecting all sectors. Water efficiency will be increased in local administrations to reduce the water loss rate in all municipalities to be 25% by 2033 and 10% by 2040. The legal, administrative, and technical frameworks will be strengthened to increase the effectiveness of municipalities and water and sewerage administrations. The capacity of technical personnel in municipalities will be developed in effective management of water resources, especially in reducing water losses. The transition to an integrated water and asset management system will be achieved in drinking and utility water systems. The necessary technological infrastructure will be deevloped for the detection and prevention of physical and administrative losses in drinking water systems and leaks in sewage systems and disseminating the use of automation/remote sensing systems. Emphasis will be given to studies on reducing water losses in national and international financial resources. Water savings of up to 40% will be ensured by increasing water use efficiency in the tourism sector. Efficiency in household and individual water use will be increased by reducing average daily water consumption per person to 120 liters by 2030 and 100 liters by 2050. A water efficiency culture will be established, efforts to ensure individual behavior change will be increased, and the capacity and financial resources will be developed for education, awareness and volunteering activities. Agricultural water use efficiency will be increased with a focus on irrigation. The legal, administrative and technical frameworks will be strengthened to increase the effectiveness of agricultural irrigation organizations. The institutional capacities of water user organizations, including irrigation cooperatives, irrigation unions, etc., will be strengthened to increase participation in irrigation management. Controlled and sustainable agricultural practices, such as: good agriculture, ecological agriculture, vertical farming, mulching, fertigation, etc., will be disseminated in order to contribute to increasing irrigation efficiency and effective use of water resources. Regular measurement and monitoring in irrigation systems and widespread use of automation and high technology will be carried out. Irrigation measurements will be made on a parcel basis and plant water needs will be determined in real time. Volume-based pricing will be applied for water use for irrigation purposes. Rainwater harvesting in agricultural irrigation will be expanded and the reuse of water returning from irrigation and treated wastewater will be encouraged in agricultural irrigation. Farmer training on the effective use of water will be expanded through public-oriented agricultural publication and demonstration studies. The use of renewable energy sources will be promoted to meet required energy needs in modern irrigation systems. Water efficiency measures in industry will be taken to achieve water recovery of up to 50%. Furthermore, this Strategy Document and Action Plan aims to mainstream water efficiency practices affecting all sectors. Support for R&D and innovation projects will be provided to increase water use efficiency. Drinking water, wastewater, treatment and solid waste facilities will be integrated along with renewable energy projects. Water availability will be monitored at the basin scale in order to determine the effects of climate change on water resources. Total water footprint size and mitigation measures will be determined at basin scale. The use of alternative (non-conventional) water sources will be promoted.
