This Montenegro National air quality management strategy with Action Plan for the programmed period from the year 2013 until the year 2016 aims to establish the framework for creating these policies starting from the initial four-year period (2013-2016) for which it is adopted, through monitoring the implementation of established measures and their effects in order to provided better air protection from pollution in the long term. The new legal framework regulating air pollution protection in Montenegro has been harmonized is with the legislation of the European Union and requires a timely response from the competent authorities in case of exceeding prescribed air quality standards. When identifying priority measures for the implementation of Action Plan numerous factors were taken into account. While the phase of identifying possible measures relied heavily on scientific knowledge from this field, the best available techniques and positive examples from experience-countries around the world, numerous other related factors were also used in the prioritization phase for the specific situation in Montenegro, taking into account the general development policy, dynamics of the EU integration process, availability of funds and specific problems related to quality air at the local level. In addition to domestic legislation, Montenegro is also bound by international agreements to which it is a party approached. Therefore, the goals and objectives set by these agreements must be taken into account when creating national policy. In the process of creating the National Management Strategy regarding air quality, several international agreements were considered (see Section 1.2 – page 24 for full list). Four groups of measures are identified in this text: 1) Horizontal measures that do not deal with a specific air quality problem, but they concern the improvement of the legal and institutional framework, capacity building for air quality management, improvement of mechanisms for implementing measures and integration of air quality policy into other sectoral policies. 2) Preventive measures indicating the necessity of applying the principles sustainable development in the field of spatial planning, industrial development, traffic, agriculture, etc. by promoting clean technologies and healthier lifestyles, raising public awareness and by organizing promotional activities with the aim of familiarizing the public with harmful effects of the use of certain products and technological processes. 3) Measures to reduce emissions of polluting substances in accordance with the Law. 4) Specific measures related to: protection of the ozone layer, reduction of greenhouse gas emissions, mitigation of climate change and adaptation to climate change.
