This Act amends the Goa Non-Biodegradable Garbage (Control) Act, 1996 (principal Act). In section 2 of the principal Act, definitions for commercial establishment, inert waste, plastic, plastic carry bags and Styrofoam are inserted. A new section 3A is inserted after section 3 of the principal Act which prohibits manufacture, import, storing, transport or selling of plastic carry bags or items made up of plastic/styrofoam. Burning of non-biodegradable garbage in public place is also prohibited. A new section 5B is inserted after section 5A of the principal Act which lays down penalty for contravention of section 3A, and included fine and/or imprisonment. The Schedule to the principal Act is also amended to include Styrofoam and inert waste at serial nos. (12) and (13), respectively.
