This annual report, China's Policies and Actions for Addressing Climate Change (2014), has been issued to comprehensively introduce a series of policy measures taken by China in addressing climate change and the results achieved. The report is divided into seven parts, including climate change mitigation, climate change adaptation, low-carbon development pilot and demonstration, capacity building, extensive participation of the whole society, international exchanges and cooperation, and actively promoting the multilateral process of addressing climate change. Since 2013, China has made steady progress in promoting low-carbon pilot projects across provinces and cities, as well as in low-carbon industrial parks and communities. By October 2014, carbon emissions trading in seven pilot regions had reached 13.75 million tons of CO2, with transactions totaling over 500 million yuan. The report highlights China's active efforts in advancing climate change-related legislation, improving policy frameworks, and strengthening scientific and technological support. China has also accelerated the development of greenhouse gas statistics and accounting systems, significantly enhancing its capacity to address climate change. The Chinese government has intensified international cooperation on climate change and actively participates in global climate initiatives, adhering to the principle of "common but differentiated responsibilities." Regarding the upcoming Lima conference, China advocates for stronger actions and effective measures. Looking ahead, the report emphasizes China's focus on allowing the market to play a decisive role in resource allocation, accelerating climate legislation, and continuing bilateral and multilateral cooperation to make greater contributions to protecting the global climate.
