China's Policies and Actions for Addressing Climate Change (2016).

This annual report, China’s Policies and Actions for Addressing Climate Change (2016), has been issued to enable all parties to fully understand China’s actions and policies and accomplishments in addressing climate change during the 12th FYP period. The report is divided into eight parts, including climate change mitigation, climate change adaptation, low-carbon development pilot demonstration, strategic planning and system construction, basic capacity building, broad participation of the whole society, active promotion of international negotiations, and strengthening international exchanges and cooperation. During the 12th Five-Year Plan (2011-2015), China prioritized green and low-carbon development as key to advancing ecological civilization and driving economic restructuring. Significant progress was made in reducing greenhouse gas (GHG) emissions and enhancing climate change adaptation through strong policies and actions. Key policies implemented during this period included the Work Plan for Controlling GHG Emissions, the National Plan on Climate Change (2014-2020), and the National Strategy for Climate Adaptation. China also advanced low-carbon pilot projects, established carbon trading markets, and developed unique low-carbon models. International cooperation on climate change, especially through South-South partnerships, was strengthened, contributing to the successful conclusion of the Paris Agreement in 2015. Notably, China's energy-related carbon dioxide emissions per unit of GDP dropped by 20%, surpassing the target of 17%. This progress has created a solid foundation for achieving the long-term goal of reducing carbon emissions per unit of GDP by 40%-45% from 2005 levels by 2020.
