This Act provides for: preventing and mitigating disasters and their effects and ensuring effective and efficient preparedness and response to occurrence of any disaster; establishing an efficient structure for the management of disasters and emergencies; enhancing the capacity of communities and the county government of Laikipia to effectively manage the impact of disasters and emergencies; implementing mechanisms to reduce risks and hazards; establishing the Laikipia County disaster risk management fund. The Act defines the following relevant terms: disaster, as progressive or a sudden, widespread or localised, natural or human-caused occurrence affecting the functioning of an entire or a section of community which causes death, injury, disease, damage to property, infrastructure or the environment, disruption of the life of a community; disaster management; disaster risk management; disaster risk reduction; disaster preparedness; hazard. The Act covers the following matters: functions of the Department; establishment of the Fund; establishment of the County Disaster Coordinating Committee; preparation of the county disaster management master plan; Disaster management information system.
