Law on Industrial Emissions.

This Law regulates industrial emissions into air, water and land and establishes measures for the prevention, reduction and control of pollution arising from industrial activities, as well as the prevention of waste generation. It defines the scope of application to specified industrial activities, combustion plants and waste incineration and co-incineration facilities, and sets out definitions and general principles applicable to emission regulation. The Law establishes a system of integrated environmental permits required for activities covered by the Law. It regulates the procedures for the issuance, modification and control of permits, including scoping procedures, submission of applications, environmental impact assessment requirements where applicable, and public participation. It defines the responsibilities and powers of competent authorities, including the Ministry, the Agency and the supervisory department. The Law sets requirements for emission limit values based on best available techniques, monitoring obligations, prevention of accidents and mitigation of their effects, and obligations relating to site restoration upon cessation of activities. It provides rules on baseline reporting, general binding rules, inspection and control, and conditions for deviations from emission limits under specified circumstances.
