Türkiye Hydrogen Technologies Strategy and Roadmap.

The Hydrogen Technologies Strategy and Roadmap is a national policy. It lays downs targets and policies prepared by evaluating the studies conducted in the world and Türkiye's needs and solution proposals. The purpose of this Strategy is to create an effective value chain from the production of green hydrogen to its final use, based on local and national technologies, and to contribute to the 2053 net zero target. The targets of the Strategy are: (I) to reduce the cost of green hydrogen production to 2.4 USD/kgH in 2035 and 1.2 USD/kgH by 2053, and (II) to ensure that the installed power capacity of the electrolyzer reaches 2 GW in 2030, 5 GW in 2035 and 70 GW in 2053. In order for a domestic green hydrogen market to develop in Türkiye, the current legislation will be brought into line with the future outlook for energy to be obtained from hydrogen, and technical standards that are compatible with international standards regarding the production, distribution, storage and end-use processes of green hydrogen will be developed. The work to be carried out in the coming years to ensure the effective adoption of hydrogen technologies at the required levels should be carried out in a synergistic structure. The success of the targets also depends on the development of educational programs to create a workforce ready and skilled to implement new hydrogen technologies. The current legislation will be reviewed and made it suitable for hydrogen production, transportation, storage and use. An incentive mechanism will be created for the use of domestic components in the production and storage of green hydrogen. Certification programs for green hydrogen will be created and the traceability of these programs will be ensured. Research and Development (R&D) and Production and Development (P&D) will be encouraged for the development and production of local and national technologies (electrolyzer, fuel cell, etc.). R&D studies will be conducted for the production of hydrogen and synthetic gas from lignite and organic waste. International cooperation will be strengthened on issues related to industry, technology, standards and certification development, supply chain and trade opportunities. The widespread use of green hydrogen will be encouraged in all relevant sectors, especially in sectors where carbon emissions are difficult to reduce (chemicals, iron and steel, transportation, glass, ceramics, etc.). The production and use share of renewable energy will be increased to increase green hydrogen production. The continuity in employment will be ensured by training qualified human resources in hydrogen technologies. The gradual decarbonization transformation of the heat sector will be promoted by mixing hydrogen into existing natural gas lines. The use of domestic resources, especially boron mines, will be supported in hydrogen storage. Surplus green hydrogen or ammonia will be exported to the world and especially European markets.
