The Orissa Climate Change Action Plan (OCAP) outlines a comprehensive framework for addressing the climate vulnerabilities and adaptation needs of Orissa. With a 480 km coastline, Orissa is highly dependent on climate-sensitive sectors like agriculture and fisheries, forestry, and faces significant threats from climate-induced risks such as cyclones, floods, droughts, and heatwaves. The climate change strategies outlined in the OCAP focus on both adaptation and mitigation across 11 key sectors: agriculture, water resources, coastal zones and disasters, energy, forestry, health, mining, industry, fisheries and animal resources, transport, and urban planning. For agriculture, the plan proposes climate-resilient crop development, integrated watershed management, micro-irrigation, and sustainable soil practices. In water management, the focus is on flood forecasting, efficient irrigation, and water harvesting. Coastal and disaster management includes constructing cyclone shelters, improving early warning systems, and erosion control. Energy strategies prioritize clean technologies, solar energy expansion, energy efficiency, and biomass utilization. Forestry plans aim to increase afforestation, restore mangroves, and integrate forest management with water conservation. Industry and mining strategies aim to reduce emissions through cleaner production technologies and improve environmental monitoring. The OCAP identifies high-priority interventions for each sector, establishes budgetary requirements, and proposes institutional arrangements for implementation and monitoring. A High-Level Coordination Committee is created to guide the plan’s implementation. It seeks to build a low-carbon, climate-resilient economy by emphasizing inclusive planning, improved public awareness, and enhanced capacity of local institutions.
