The Climate Change Action Plan (CCAP) for the Union Territory of Puducherry identifies the vulnerabilities to climate change and proposes strategic, sector-specific actions to address these challenges. Puducherry is highly susceptible to climate-related risks such as sea-level rise, cyclones, tsunamis, and coastal erosion. The increasing frequency of extreme weather events, along with its carbon-oriented development path, necessitates urgent adaptation and mitigation strategies. The sectoral strategies outlined in the Puducherry Climate Change Action Plan are aligned with India's National Action Plan on Climate Change and tailored to the Union Territory's specific vulnerabilities. Under the Solar Mission, the focus is on expanding solar energy applications and building technical capacities. The Enhanced Energy Efficiency Mission targets reduction in energy consumption through energy audits, efficient appliances, and incentive-based conservation policies. The Sustainable Habitat Mission emphasizes solid waste management, wastewater recycling, promotion of green buildings, and improved public transport systems to reduce emissions and improve resilience. The Green Puducherry & Sustainable Agriculture Mission promotes biodiversity conservation, agroforestry, drip irrigation, organic farming, and ecotourism. The Water Mission focuses on rainwater harvesting, pond desilting, storm water management, groundwater recharge, and irrigation efficiency to ensure sustainable water use. The Strategic Knowledge Mission aims to create a knowledge-driven climate response system by building awareness, tracking emissions, supporting climate research, and institutionalizing a climate change cell for inter-sectoral coordination. The Coastal and Disaster Management Mission, unique to Puducherry, addresses climate-induced coastal hazards through early warning systems, resilient infrastructure, hazard mapping, and integrated coastal zone management. In addition to sector-specific missions, the Action Plan emphasizes cross-sectoral strategies to address overarching challenges. These include integrating climate concerns into public health by monitoring disease patterns linked to climate variability, mapping vulnerable zones, gender-sensitive strategies, awareness generation, institutional capacity building, data sharing, and sustainable development practices across sectors.
