National Population and Development Strategy 2023 - 2030.

Egypt's National Population and Development Strategy (2023-2030) is a multisectoral document that updates the previous 2015-2020 document and its executive plan to align with recent changes and integrate the findings from the 2015-2020 plan's evaluation. This Strategy underscores the political leadership's commitment to population issues. Its core objectives include improving citizens' quality of life by balancing population and economic growth, enhancing population characteristics, rebalancing Egypt's population distribution, and fostering social justice and harmony by reducing regional developmental disparities. The Egyptian government is dedicated to ensuring a decent life for all citizens. This commitment includes providing access to quality services and knowledge for informed sexual and reproductive health decisions. Egypt is also investing in healthcare, education, empowerment, and employment programs, particularly for women and young people, as well as social protection initiatives. The strategy primarily aims to achieve a sustainable balance between population growth and economic development in Egypt. It also focuses on strengthening social justice, mitigating financial and social disparities across different geographic regions, and enhancing demographic characteristics through a comprehensive and integrated approach. Aligned with the objectives of Egypt Vision 2030 to enhance the quality of life for Egyptian citizens and improve their standard of living, the strategy will revolve around five strategic pillars to achieve these objectives, in addition to governance, which will be a cross-cutting dimension that intersects with each of the operational pillars. These pillars are (1) Ensuring Reproductive Rights, prioritizing universal access to health and reproductive rights, promoting integrated services, information, and healthy lifestyles, especially for vulnerable groups; (2) Investing in Human Capital, aiming to empower youth through capacity building, gender equality, innovation, and comprehensive health access, while also providing care and support for the elderly via enhanced services, social protection, and community participation; (3) Women’s Empowerment, to create a society where women's rights to physical, mental, and psychological health are recognized, enabling their full participation in sustainable communities. It also aims to economically empower women through financial independence and entrepreneurship,; (4) Education and Learning, o enhance education by reducing dropout and illiteracy rates, while integrating population, development, and reproductive health into curricula to empower youth and promote smaller family sizes. It also focuses on environmental education and awareness to encourage sustainable practices and resource conservation for societal well-being; (5) Communication and Media for Development, to address misconceptions and change behaviors regarding population issues, fostering social and economic empowerment by raising awareness through unified developmental rights messages, collaborating across sectors, and utilizing culturally sensitive media, including television dramas. The Strategy outlines two other cross-cutting pillars (1) population and environment, focusing on raising environmental awareness and promoting sustainable development. It also integrates environmental impact assessments into all population-related services, including reproductive health, family planning, and various projects. Additionally, it emphasizes using advanced technology to enhance family planning methods and evaluating service quality; (2) governance of the population portfolio, considered the supporting pillar for all strategic objectives, which includes strengthening legislative frameworks, establishing an integrated and effective institutional framework, promoting decentralization, ensuring financial sustainability, and improving information and data accessibility.
