This ICCAT recommendation amends earlier measures by strengthening procedures to identify and act against vessels engaged in illegal, unreported, and unregulated (IUU) fishing in the ICCAT Convention area. It defines IUU activities, establishes a process for Contracting and Cooperating Parties to submit evidence, and sets steps to compile Draft, Provisional, and Final IUU Vessel Lists. Vessels suspected of IUU fishing can be monitored, denied port entry, refused services or licenses, and banned from landing, transshipping, or trading their catches. The recommendation also allows the removal of vessels from the list if effective corrective actions are taken or ownership changes, and ensures the public dissemination of the IUU list. Additionally, it obligates Parties to take legal and administrative measures to prevent their flagged vessels from aiding listed vessels, and to cooperate in sharing information to combat IUU fishing. The ICCAT Secretariat manages the listing process, circulates evidence, and coordinates decisions on additions or removals with Contracting Parties.
