This Regulation prescribes the form and method of submitting a complaint by electronic means of communication, the method of connecting the information systems of the State Commission for the Control of Public Procurement Procedures and the Electronic Public Procurement Bulletin of the Republic of Croatia, and other important issues related to electronic complaints. In appeal proceedings before the State Commission, the appeal may be submitted by electronic means of communication via the e-Appeal system. After the delivery of the State Commission's decision by public announcement, the e-Appeal system sends a notification thereof to the parties to the appeal procedure. A party to an appeal may, in the manner prescribed by a special law, authorize another person (proxy) to complete and submit submissions in electronic form on their behalf and for their account.
