Recommendation by ICCAT Amending Recommendation 21-15 on Transhipment (Rec. 24-15).

The Recommendation mandates that carrier vessels receiving transhipments of ICCAT species from large-scale pelagic longline vessels (LSPLVs) submit transhipment declarations to the ICCAT Secretariat within 24 hours of completion. These declarations are then published on a secure ICCAT platform. The Recommendation also requires flag Contracting Parties (CPCs) to report annually on transhipment activities involving their vessels, including details of in-port transhipments and observer deployments. Additionally, it stipulates that carrier vessels must retain documentation from each fishing vessel, separate and stow transhipped fish by fishing vessel, and develop a stowage plan indicating the locations of each consignment. Furthermore, the Recommendation emphasizes the need for comprehensive inspection of transhipment activities in port, including monitoring the entire transhipment process, cross-checking transhipped amounts by species, and reviewing prior authorizations to tranship in port issued by the flag CPC to the fishing vessel.
