This Act establishes a comprehensive social-security safety net administered by municipal authorities. Its purpose is both preventive — helping people avoid falling into destitution — and rehabilitative, aiming to enable self-sufficiency as quickly as possible. Eligibility requires legal residence and registration in Greenland, though emergency aid may be granted even to those who do not meet full residence requirements. Public assistance is divided into two core forms: fixed-rate subsistence support for unemployed individuals unable to work at least 20 hours weekly, and needs-tested emergency or one-off grants for sudden, unforeseen financial hardship. Applicants must cooperate with the municipality, participate in assessments, and develop an individualized action plan focusing on employment, education, or capacity-building; failure to participate can reduce payments. The Act gives municipalities strong discretion but also strong oversight obligations, including cross-agency data access, monitoring correct use of funds, and imposing repayment in cases of fraud or later reimbursement via income or damages. Additional support is available for housing costs, relocation, illness, pregnancy, bereavement, burial, and urgent travel for serious illness in family. Strict asset limits apply, and support generally cannot be given if the applicant has liquid means exceeding 15,000 DKK. Assistance is normally paid monthly in arrears but can be in kind where appropriate. Complaints go to the Social Appeals Board.
