Vienna Environmental Noise Protection Regulation.

This document establishes regulations for environmental noise assessment and management in the Vienna region. It defines noise indices (day-evening-night noise index and night noise index) and mandates specific methods for noise calculation exclusively through modeling, referencing European directives and Austrian standards. Minimum requirements for preparing strategic noise maps, conflict zone plans, and action plans are set, focusing on noise exposure levels, population affected, and measures to mitigate noise pollution, particularly from traffic and industrial sources. The regulation also identifies quiet areas within protected zones where noise levels must remain low and specifies health impact evaluations, including ischemic heart disease, high annoyance, and sleep disturbance based on dose-response relationships. The legal framework aligns with European Union directives on environmental noise and provides a detailed methodological approach for noise emission control and health risk assessment in urban planning contexts. The text consists of 8 Articles and 3 Annexes.
