Shanghai Carbon Emission Management Measures.

These Measures are formulated to regulate carbon emission management in Shanghai, strengthen the control of greenhouse gas emissions, actively and steadily promote carbon peaking and carbon neutrality, promote green and low-carbon economic and social development. The Measures define responsibilities across government departments, create a dual-control system for total emissions and emission intensity, and strengthen data standards, statistical accounting, and technological innovation. They introduce a carbon-emission quota management system covering allocation, registration, reporting, verification, and annual quota settlement. Emission-controlled entities must submit annual emissions reports, ensure data accuracy, and comply with verification requirements, while technical service agencies provide independent auditing. The Measures also develop mechanisms for voluntary emission reduction, including the “carbon-inclusive” program that quantifies low-carbon behavior for organizations and individuals, enabling offsetting and carbon-points exchange. A unified carbon-trading market is established with clear rules for trading, market oversight, and risk control. Additional provisions promote carbon finance, digital governance, carbon-footprint management, and cross-regional cooperation.
