DENR Administrative Order No. 2017-15 establishes comprehensive guidelines on public participation in the Philippine Environmental Impact Statement (EIS) System to standardize and strengthen stakeholder engagement throughout the Environmental Impact Assessment (EIA) process. Grounded in constitutional principles, environmental laws, and international best practices, the Order promotes early, sustained, and meaningful public involvement through clear requirements for stakeholder identification, information and education campaigns, public scoping, consultations, and disclosure of EIA documents. It institutionalizes public participation in project review, decision-making, monitoring, and grievance redress, clarifies the roles of proponents, the DENR-EMB, and stakeholders, and rationalizes the structure and functions of Multipartite Monitoring Teams, ensuring transparency, accountability, and inclusive environmental governance.
