Government Decision No. HG197/2025 validating the Methodology for establishing the quantities of electricity produced in high-efficiency cogeneration for the purpose of certification of the guaranteed origin.

This Government Decision approves the Methodology for determining the quantities of electricity produced in high-efficiency cogeneration for the purpose of certification through guarantees of origin. The Act aligns national rules on cogeneration efficiency and guarantees of origin with updated EU reference values and regulatory framework. The Decision refines the definition of heated area of the unit, adjusts rules on determining water consumption where meter readings are not provided or meters are not functional, and revises provisions on recalculation of payments in cases of prolonged absence of occupants, erroneous invoices, and specific building configurations. These include detailed procedural requirements for submitting recalculation requests, supporting documentation, deadlines (15-day forfeiture term), and obligations to present original documents. Technical corrections are also made to formulas and explanatory points in Annex No. 3 concerning internal heating networks, stairwells, basements, and allocation of thermal energy. Finally, the National Agency for Energy Regulation is mandated to amend its regulatory acts in line with this Decision for the certification of high-efficiency cogeneration electricity through guarantees of origin.
