Government Decision validating the Sanitary and Veterinary Norm regarding the authorization of establishments and the circulation of germinal material from certain kept terrestrial animals.

This Government Decision approves a Veterinary Sanitary Standard establishing rules for the authorization of germinal-material units and the traceability and animal-health requirements applicable to the movement of germinal material originating from certain kept terrestrial animals. The Standard addresses material originating from bovine, porcine, ovine, caprine and equidae, and also sets provisions for other terrestrial species held in isolated units and for camelids and cervids. The Standard sets requirements for authorization of centres (collection, processing and storage units) and embryo teams, including biosecurity (quarantine, isolation), surveillance and laboratory testing, installations and equipment, staff competence and veterinary responsibilities. It requires marking and record-keeping for individual doses and transport containers; defines detailed traceability obligations; prescribes health requirements and specific test regimes for donor animals and germinal material; establishes conditions for transport, sealing, and certification; and provides for derogations (scientific purposes, gene banks) subject to prior written acceptance by destination authorities. The Standard includes multiple technical annexes covering facility, processing, storage and testing rules. Implementation responsibilities are assigned to the National Agency for Food Safety (ANSA) as competent authority, which must maintain registers of registered and authorized germinal-material units and make those registers public when material is to move abroad. The Decision requires official veterinary checks and certificates, declarations of the operator, and contingency provisions (TRACES and emergency procedures).
