This County Annual Development Plan identifies various sectors' strategic priorities, programmes, and sub-programmes to be implemented during the fiscal year 2026/27, in order to comply with the vision and the mission of the County: a prosperous value value-based county with a high quality of life; and transforming the livelihoods of each household through accountable leadership that creates an enabling environment for inclusive, effective, and efficient service delivery. The Plan focuses on the following sectors: water, environment, and natural resources; agriculture and rural development; energy, infrastructure and information and communication technology; health services; social protection, education and recreation; general economic and commercial affairs; lands and urban development; devolution. Concerning water, environment, and natural resources sector, the Plan analyses the following programmes and priorities: last-mile water connectivity programme; increasing funds for water production; raising access to improved water sources; constructing and rehabilitating dams; expanding water distribution network; implementing water network segmentation to minimise non-revenue water and reduce the time spent fetching water; promoting individual household water connections through registered Water Service Providers to improve domestic access; powering water projects through solar energy and main grid connections for cost efficiency and reliability; building capacity in water management to enhance governance, efficiency, and service delivery; rehabilitating irrigation schemes, supporting water harvesting, and promoting micro-irrigation at the household and public institution levels to enhance food security; implementing integrated solid waste and liquid waste management programmes; building community climate resilience and enhancing forest conservation and management through forest & landscape restoration; improving environmental education, advocacy, research, and pollution control and management to enhance environmental quality and standards; promoting sand utilisation, value addition, and sustainable natural resource development. Concerning agriculture and rural development sector, the Plan describes the following measures: ensuring food security in the county, ending hunger, achieving food security and improved nutrition and promoting sustainable agriculture; revitalisation of agricultural extension services; implementing agro-ecological zoning to guide investment and enterprise targeting; promoting contract farming and cluster-based production models for economies of scale; promoting climate-smart and resilient agriculture, to enhance adaptation and mitigate climate-related risks; training farmers on drought-resilient crops, conservation agriculture, and sustainable land management; promoting water-efficient irrigation technologies. Concerning energy sector, the Plan focuses on the following strategies: enhancing road connectivity through the construction, upgrading, and maintenance of roads; expanding modern and sustainable energy infrastructure, and improving access to reliable and affordable energy solutions; increasing access to information and communication technology. The strategies and programmes for health sector are: strengthening healthcare financing systems and upgrading health infrastructure to support service delivery; curbing the spread of both communicable and non-communicable diseases. Concerning social protection, education and recreation sector, the key priority agendas are: enhancing access to inclusive, quality education and training; youth upskilling and empowerment; socio-economic empowerment of vulnerable groups; strengthening policy, legal, and research frameworks to support informed decision-making, planning, and programming in alignment with relevant legislation. Further programmes covered by this Plan include: promoting equitable trade practices; advancing industrial development; promotion of sustainable tourism; enhancing cultural heritage; strengthening the economic, social, and environmental integration between urban and rural areas by investing in the necessary enabling infrastructure.
