The Integrated Development Plan (IDP) is the principal planning and strategic instrument of a local authority that gives effect to its spatial development mandate as provided for in the Urban and Regional Planning Act of 2015 of the Laws of Zambia. The IDP is a 10-year plan that clearly stipulates the Vision and Strategic Objectives of the District and is reviewed every 5 years to adjust to the changing socio-economic, infrastructural, and environmental dynamics in communities. The Kafue IDP has 7 development objectives to be achieved by 2033 as follows (1) promote manufacturing and employment creation; (2) enhance agricultural productivity in the district; (3) improve transportation infrastructure; (4) promote investments in Tourism; (5) promote investments in alternative sources of energy; (6) enhance human development through health and education; (7) promote civic participation and social development. A key outcome of this IDP is to coordinate improved integration of programmes and projects across sectors in order to maximize the impact thereof on the livelihoods of the community. The IDP is guided by a set of desired results identified through community and public consultations, and aligned with the objectives and priorities outlined in the Spatial Development Framework (SDF), which serves as the foundation for implementing the Strategy. The core focus of the Kafue IDP 2022–2032 is to develop a district that promotes (i) productivity through investment and infrastructure in iron and steel, tourism competitiveness, and business diversification; (ii) connectivity through diversified transport infrastructure, integrated neighbourhoods, and ICT development; (iii) a vibrant local economy by enhancing agricultural productivity, ensuring adequate and affordable housing, strengthening social protection and development, investing in infrastructure, and promoting planning; (iv) compact living through improved access to education, healthcare, skills training, recreation, research, and development; and (v) ecological sustainability by improving environmental management, promoting recycling, expanding renewable energy, and supporting green industry. The IDP includes an Implementation Plan that outlines the objectives, projects, activities, local priorities, five-year targets, and responsible entities. It also incorporates a Capital Investment Plan (CIP), which details the costs and financing of all strategies to ensure effective implementation of the IDP. Both the Capital Investment Plan and the Financial Plan (FP) are closely aligned with the priorities, objectives, and strategies defined in the IDP.
