This Complementary Law establishes the State Policy for the Protection of Domestic Animals within the State of Mato Grosso, in conjunction with social assistance policy, with the purpose of promoting the defense, protection and well-being of domestic animals, reducing social vulnerabilities and promoting public health, observing the principles and guidelines of this Supplementary Law and respecting the competences of the Municipalities. In particular, the objectives of the State Policy are: promote the well-being, protection, and defense of domestic animals; provide free veterinary care to domestic animals whose owners are in situations of social vulnerability; reduce the abandonment and mistreatment of domestic animals in the territory of Mato Grosso; encourage the responsible adoption of abandoned animals; develop educational actions on responsible pet ownership and the prevention of zoonoses, in conjunction with the public education network; promote social equity in access to veterinary services; develop projects and programs, in partnership with educational and research institutions and animal protection organizations, for the monitoring and evaluation of the state policy; strengthen the affective bonds between animals and their owners as a factor in promoting mental health and social cohesion.
