HELCOM Baltic Sea Action Plan (BSAP).

The Action Plan constitutes a regional strategic program for the protection of the Baltic Sea marine environment, structured around four primary thematic segments: Eutrophication, Hazardous Substances, Biodiversity and Nature Conservation, and Maritime Activities. The instrument establishes a cross-sectoral management framework based on the ecosystem approach with the objective of achieving a "good environmental status" for the Baltic Sea by the year 2021. The text defines specific Ecological Quality Objectives (EcoQOs) and sets quantitative targets for the reduction of nutrient inputs and chemical pollutants across the catchment area of the Contracting Parties. The regulatory core of the document focuses on the implementation of nutrient reduction targets for nitrogen and phosphorus, allocated among the coastal states to address eutrophication. The Plan requires the development of National Implementation Program and the application of marine spatial planning principles. Tt outlines technical requirements for the management of hazardous substances, including heavy metals and persistent organic pollutants, and provides for the establishment of a network of Baltic Sea Protected Areas (BSPAs) to safeguard marine biodiversity and habitats. The document further regulates maritime activities through measures directed at the reduction of ship-source pollution and the improvement of navigational safety. It addresses the management of ballast water to prevent the introduction of invasive alien species, the reduction of atmospheric emissions from ships, and the implementation of coordinated monitoring and assessment programs. The instrument provides for the evaluation of environmental impacts in a transboundary context for offshore activities and specifies requirements for the post-project analysis of installations. Provisions are included for the financing of environmental projects through international financial institutions and for the periodic review of progress through the HELCOM monitoring framework.
