The Sinazongwe District Integrated Development Plan (IDP) serves as a comprehensive roadmap for transforming the district into a self-reliant, economically viable, and environmentally sustainable community by 2030. A central priority of the Plan is the development of road networks and other critical infrastructure, recognizing that such investments are fundamental to stimulating economic growth, creating employment opportunities, and enhancing living standards. The IDP also emphasizes strengthening healthcare services by ensuring that health facilities are adequately equipped, connected to electricity, and supported with reliable access to safe drinking water and modern sanitation. In addition, it prioritizes the completion of unfinished district hospitals and the provision of ambulances to improve service delivery. Beyond physical infrastructure, the Plan promotes inclusive development by encouraging active stakeholder participation. It seeks to drive socio-economic progress through locally driven initiatives, guided by principles of transparency, accountability, and sustainability. More in detail, the core objectives of the IND are (i) Infrastructure Development, through the improvement of road networks, communication systems, and social amenities such as health centers and markets; (ii) Economic Diversification, by reducing reliance on coal mining and unlocking opportunities in agriculture, fishing, and tourism; (iii) Environmental Sustainability, by safeguarding ecological balance and promoting the sustainable use of natural resources, particularly in mining and forestry; (iv) Improved Service Delivery, by ensuring efficient and effective provision of public services, including access to clean water, modern sanitation, and universal healthcare; and (v) Climate Resilience, by minimizing the impacts of climate change through adaptive farming practices and climate-smart infrastructure. To achieve these objectives, the Plan outlines several sector-specific and cross-cutting strategies, including (i) a Spatial Development Strategy to guide expansion into new growth nodes and manage population growth and urban sprawl; (ii) a Mining Strategy to enhance transparency, improve operational efficiency for small-scale miners, and promote resource-efficient extraction methods; (iii) an Agricultural and Farming Strategy to strengthen the entire value chain from production to market, support climate-smart agricultural research, and encourage the use of organic soil fertility practices; (iv) an Infrastructure and Construction Strategy, focused on rehabilitating rural roads (targeting 250 km by 2030), constructing major bridges, and upgrading health centers into zonal facilities; (v) Tourism Promotion, through the identification and development of potential tourist sites, improved infrastructure in tourism areas, and the encouragement of private investment alongside community participation in wildlife conservation; (vi) a Health and Social Strategy aimed at reducing communicable diseases such as malaria through integrated vector management and strengthening community-based health systems; and (vii) Partnership and Inclusivity, by engaging local stakeholders, traditional leaders, and the private sector to ensure that development outcomes are inclusive, particularly for women and youth.
