This Regulation establishes the legal framework for enhanced official controls at border control posts for certain consignments—particularly products of animal origin, animal by-products, reproductive material, and composite products—where irregularities, fraud risks, or regulatory breaches are identified, while also incorporating EU rules on the reintroduction of consignments that have been rejected by third countries. It implements and gives effect to EU Regulations (EU) 2019/1873 and 2019/2074, setting out coordinated procedures for intensified inspections, information-sharing through systems like IMSOC, and conditions under which such controls are triggered, maintained, and lifted. In addition, it establishes detailed requirements for documentation, traceability, and sanitary guarantees when rejected goods are returned to the EEA, assigns supervisory and enforcement powers to the Norwegian Food Safety Authority, and provides for penalties, exemptions, and the primacy of the incorporated EU rules in case of conflict.
