Government Resolution No. 117 validating the Procedure for accounting and reporting in the field of drinking water supply and water disposal.

This document establishes the official procedure for accounting and reporting in the field of drinking water supply and wastewater disposal. The Regulation defines mandatory rules for recording drinking water supply systems, the volume of water used from centralized, non-centralized, and autonomous systems, as well as the volume of wastewater discharged, with the aim of creating a unified information base on infrastructure condition, water sources, and discharge points. The Procedure requires all owners and operators of drinking water supply and wastewater systems, regardless of ownership or subordination, to conduct systematic accounting using certified measuring instruments. These entities are responsible for the installation, maintenance, and proper operation of water metering devices and for observing established operational standards. The collected data are intended to support planning, investment, reconstruction, and construction of water supply and wastewater systems, as well as to assess the quantity, quality, and cost of water services provided to consumers over specific periods. The document also clearly delineates the responsibilities of state authorities in this field. Key roles are assigned to the State Unitary Enterprise “Khojagii Manziliyu Kommunali,” the Ministry of Energy and Water Resources, the Committee for Environmental Protection, the Main Department of Geology, and the Ministry of Health and Social Protection of the Population. These bodies are tasked with maintaining water registers, overseeing environmental and sanitary compliance, monitoring water sources, and managing information systems. Finally, the procedure sets out mandatory reporting requirements and statistical forms, ensuring that accurate and timely information on water supply systems, sources, and wastewater discharge is submitted in accordance with the national legislation.
