Regulation No. 1161 on an infected zone for highly pathogenic avian influenza and Newcastle disease.

This Regulation establishes an infected zone regime in Norway to prevent the spread of highly pathogenic avian influenza to birds and humans, and Newcastle disease to birds, by imposing biosecurity and movement-control measures in designated areas. It prohibits, subject to limited exceptions, keeping birds outdoors, requires protective housing, hygiene and feed/water safeguards, restricts the use of surface water, prohibits mixing certain bird species, bans bird gatherings, decoy bird use, certain releases, and, in avian influenza zones, hunting and movement of products from wild birds. The regulation grants the Norwegian Food Safety Authority supervisory powers, authority to grant exemptions or dispensations, and enforcement powers including sanctions for non-compliance, while preserving the organic status of affected holdings. Several municipalities are designated infected zones for avian influenza, while no municipalities are designated for Newcastle disease, as reflected in the annexes.
